PROCEDURES FOR REGISTRATION OF INTERNATIONAL NON GOVERNMENTAL ORGANIZATIONS/INGOS

IMPORTANT NOTICE FOR THE INGO CLOSING ACTIVITIES IN RWANDA TO CONSIDER

1. An INGO intending to close down its activities in Rwanda shall follow the procedures and requirements as stipulated in the INGO law or first consult the DGIE for orientation especially on the transfer of assets. Contrary to that, the process shall be considered null and thus ere-start it.

REQUIREMNTS AND PROCEDURES FOR INGOS CLOSING OPERATIONS.

An INGO intending to close down its activities in Rwanda shall follow the procedures and requirements as stipulated in the INGO law or first consult the DGIE for orientation especially on the transfer of assets. Contrary to that, the process shall be considered null and thus ere-started.

1. A letter addressed to the Director General of Immigration and Emigration with a copy to the partnering line ministry and the District explaining the reasons for closure.

2. Annual activity report done according to the format of the application form at the central level for the previous fiscal year.

3. Financial statement for the previous fiscal year showing planned budget and used budget

4. Proof of Rwanda Revenue Authority Tax Clearance

5. Proof of Social Security Fund of Rwanda Employee Payment clearance.

6. Proposal assets transfer plan to three (3) registered national NGOs operating in similar domain that has been existing at least for three years. This is prepared using the Application

NB:

1. An INGO intending to close down its operations should write to the DGIE in a period of 90 days before closing.

2. An INGO shall deem to have closed down upon reception of an official approval from the Directorate General of Immigration and Emigration.

3. In case an INGO have not finalized the process of registration, the representative and staff are advised to apply for special pass (3 months) to finalize the process.
